Summary
Our editorial summary. It is not the document and does not replace it.
The operational guidelines for the Mission for Integrated Development of Horticulture, issued by the Horticulture Division of the Department of Agriculture & Farmers Welfare in April 2025. They set out the mission structure from national to district level, the fund-flow pattern, every supported intervention, and — in Annexure V — the cost norms and pattern of assistance for the NHM and HMNEH sub-schemes.
For a farmer, Annexure V is the operative part: it lists, component by component, the upper limit of cost recognised for subsidy calculation (the “cost norm”), the percentage of assistance, and the maximum eligible area, capacity or number of units. The guidelines state plainly that a cost norm is an upper limit for calculating subsidy, not a market price.
Several components defer to other schemes rather than fixing their own value — SMAM for most farm machinery, PDMC for drip irrigation, PKVY for organic farming, and NCCD standards for post-harvest infrastructure. Where the guidelines defer, no separate NHM figure exists.
