Before you spend money: cost norms, rates and conditions can be changed by the Government. This page explains the April 2025 MIDH operational guidelines as written. Confirm the current position with your State Horticulture Department before committing to a project.
These are the smallest amounts in the scheme, and the ones most often left out of a project plan.
INM and IPM
Integrated nutrient management and integrated pest management carry a cost norm of ₹5,000 per hectare, with assistance at 30% for a maximum of 2 hectares per beneficiary.
Thirty percent is the lowest rate anywhere in the mission. On two hectares the arithmetic gives a modest figure. The component exists to nudge practice rather than to fund it.
Plant health clinics
A plant health clinic is supported at 100% for the public sector and 50% for the private sector against a per-unit cost norm. This is institutional support rather than something an individual grower applies for.
Organic farming: read the other document
The guidelines state that organic farming assistance is as per PKVY norms. There is no separate NHM figure, and inventing one from this document would be wrong.
This pattern repeats across the mission. Where the guidelines say “as per another scheme”, the other scheme governs, and anyone quoting an NHM number for it is guessing. The same applies to drip irrigation, which follows PDMC, and most farm machinery, which follows SMAM.
