Research on Telangana has started. The department is confirmed and it says plainly where the Mission lives; that address is the one we cannot open.
The Department of Horticulture lists fourteen schemes, and MIDH is the first of them. It does not describe the Mission on its own site: it points at a separate State Horticulture Mission portal, shm.tg.nic.in, which is where Telangana's own Mission material would be. That host answers our requests with HTTP 403 — it is refusing us rather than missing — so nothing from it can be registered yet. A browser may well open it.
What is reachable on the department's own site is a downloads section of statistical material, and the other thirteen schemes it runs alongside the Mission: micro irrigation, RKVY, a critical-interventions programme for vegetables and spices, oil palm, agroforestry, a bamboo mission, beekeeping and urban farming among them. That is useful context for what horticulture support in Telangana looks like in the round, and it is not the Mission's own terms.
What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What happens next: opening the State Horticulture Mission portal from a browser and registering what it publishes. A 403 to an automated fetch usually is not a 403 to a person, so this is a matter of someone looking rather than of Telangana publishing nothing.
