NHM in Tamil Nadu

We have not yet verified Tamil Nadu's own NHM documents. The national framework still applies here, and it is below — with the state's own door, and a way to ask us to read the rest.

What we know so far

Research on Tamil Nadu has started, and the state's Government Orders have now been found. An earlier version of this note said the department's orders page returned a 404 in every capitalisation we tried. That was wrong: the pages exist, at /scheme-gos for 2025-26 and /current-scheme-gos for 2026-27, and both answer normally. We had the wrong address, not a broken page, and it is better to say so than to leave a state looking unpublished when it is not.

What is there: the Department of Horticulture and Plantation Crops publishes a Government Order per scheme per year, and the National Horticulture Mission is the first entry in both years. Both index pages are now registered as sources, and so is the current order itself.

That order is G.O.(Ms.) No. 92 of the Agriculture–Farmers Welfare Department, dated 8 June 2026. It sanctions the Mission's Annual Action Plan for 2026-27 and records that the Government of India communicated a tentative pro-rata annual allocation of ₹156.67 crore for Tamil Nadu, of which the Government of India's share is ₹94.00 crore. It accords administrative sanction of ₹150.00 crore and financial sanction of ₹75.00 crore as the first instalment, made up of ₹45.00 crore from the Government of India and ₹30.00 crore from the State. Those pairs sit in the 60:40 ratio the national guidelines describe for centre and state, which is the budget split and not a rate of assistance to anybody.

The order is a six-page scan with no text layer at all, so the rest of it — which districts, which components, what each is allocated — has to be read from the page images by a person. Nobody has done that yet.

The counter is findable, which is more than we can say for most states: the department runs its own application system, TN-Hortnet, and links it from its home page. What a login page cannot tell you is whether a window is open.

What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.

What is still missing: the order read page by page; the 2025-26 order beside it for comparison; any component where Tamil Nadu adds to or varies the national norm; and the district offices that receive applications.

What Tamil Nadu publishes

Written from the state's own pages and documents. Not yet reviewed, and not a statement of what the state pays.

Which scheme reaches Tamil Nadu

NHM. The MIDH operational guidelines of April 2025 say the National Horticulture Mission covers all States and Union Territories except those in the North Eastern and Himalayan region, and all districts in the States it applies to. Tamil Nadu is outside that region, so NHM is the sub-scheme an application here sits under, and the national cost norms in the guides below are the ones to work from.

On the NHB side, the Board's circular of 21 August 2026 sets its rate of assistance at 35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and four named Union Territories. Tamil Nadu is a general area, so 35% is the rate to plan against — though a Scheduled Area within the state may not be.

The rules quoted here are the national ones. Which states sit inside the North Eastern and Himalayan region is our reading of them rather than a list either document prints, so treat it as our wording and confirm anything you are about to spend money on.

Polyhouse and net house cost in India, and what you really pay after subsidy

Everyone quotes 50%. Worked at the 4,000 square metre limit against the April 2025 cost norms, the same rule returns about 50% on a net house, 35% on a naturally ventilated polyhouse and 16%...

Farm machinery under NHM, and why most of it says “as per SMAM norms”

Most machinery under NHM defers to SMAM norms rather than carrying its own figure. The clearest exception is a power tiller up to 8 BHP, costed at ₹1.0 lakh per unit with a maximum of ₹0.40...
