Horticulture subsidy in Tamil Nadu: the order, the money and the counter

Tamil Nadu publishes a Government Order per scheme per year. G.O. 92 of 8 June 2026 sanctions the Mission's 2026-27 plan and records a tentative allocation of ₹156.67 crore for the state, of which the central share is ₹94.00 crore. Applications go through TN-Hortnet.

This is what we have read, not what the state pays. Nobody has yet confirmed a Tamil Nadu figure against the national norms, and this page does not give you one. It tells you what Tamil Nadu publishes, what is in it, and what to do with that. The national cost norms that apply meanwhile are in the guides linked at the foot of this page.

Tamil Nadu does something most states do not: it issues a numbered, dated Government Order for each scheme each year, and publishes them together. If you want to know whether the Mission is funded in your state this year, that is the document to look for.

The order

The current one is G.O.(Ms.) No. 92 of the Agriculture–Farmers Welfare Department, dated 8 June 2026. It sanctions the Mission's Annual Action Plan for 2026-27 and records that the Government of India communicated a tentative pro-rata annual allocation of ₹156.67 crore for Tamil Nadu, of which the central share is ₹94.00 crore.

It then accords administrative sanction of ₹150.00 crore and financial sanction of ₹75.00 crore as the first instalment, made up of ₹45.00 crore from the Government of India and ₹30.00 crore from the state.

Those pairs sit in the 60:40 ratio the national guidelines describe for centre and state. That is a budget split between two governments and it is not a rate of assistance to you. If someone quotes you 60% because of it, they have misread the document.

What the order does not tell you

Which districts, which components and what each is allocated are in the pages behind that abstract, and nobody has read them. The file is a six-page scan with no text layer at all, so every figure in it has to be transcribed from page images by a person. We read its first page that way to write this.

Where the applications go

Tamil Nadu runs its own application system, TN-Hortnet, linked from the department's home page. Its front page offers registration for area expansion, for all schemes, and for micro irrigation. That is more than most states publish: we can at least point you at the counter.

What a login page cannot tell you is whether a window is open. For that you need the department or the district office.

A correction worth stating

An earlier version of our Tamil Nadu page recorded the department's orders page as returning a 404 in every capitalisation we tried. That was wrong. The pages exist, one for each financial year, and both answer normally. We had the wrong address and wrote it up as a broken page, which is a worse mistake than not looking.

What to do with this

Use the national cost norms in the guides below for what a component pays, because the Tamil Nadu order sets the budget rather than the rates. Check the current year's Government Order to confirm the Mission is funded and sanctioned, and use TN-Hortnet to see what registration is open. Before committing money, ask the department which components the year's plan actually covers, because the allocation being sanctioned does not mean every component is running.

No. That is how the centre and the state split the programme budget between them. What you receive depends on the component you apply under, and the national rates run from 30% to 50% depending on which one it is.

Through TN-Hortnet, the department's own application system, which is linked from its home page and offers registration for area expansion, for all schemes and for micro irrigation. Whether a particular window is open is not something the portal states.

On the department's site, one page per financial year, with the Mission listed first among about eight schemes. The 2025-26 order for the Mission is G.O. 167 and the 2026-27 one is G.O. 92.
