This is what we have read, not what the state pays. Nobody has yet confirmed a Maharashtra figure against the national norms, and this page does not give you one. It tells you what Maharashtra publishes, what is in it, and what to do with that. The national cost norms that apply meanwhile are in the guides linked at the foot of this page.
Maharashtra does not run the Mission through its agriculture directorate. It runs it through a board of its own — the Maharashtra State Horticulture and Medicinal Plant Board, in Pune — and that board publishes more than most state departments do. The frustration here is not finding the documents. It is being able to point at them.
What the board publishes
Two indexes matter. One lists the board's own guidelines. As we found it, that index carried a protected cultivation guideline dated 7 February 2025, two cluster development guidelines dated 23 April 2025, and an older entry from December 2021.
The other lists letters and circulars — the page where a change of window, rate or procedure gets announced. Its most recent entry was dated 18 July 2025, a letter about cluster development projects for multi-commodity high value and peri-urban vegetable clusters. There was also an RTI listing from May 2025 and two notices from January 2025 about erector registration and empanelment.
Nothing on that circulars index announced an open application window at the time we read it.
The document that matters and cannot be cited
A protected cultivation guideline issued by a state board in February 2025 is exactly the kind of document that might add to or vary the national cost norms for polyhouses and shade net houses. If Maharashtra pays differently from the national ₹1,800 to ₹950 per square metre sliding scale, or applies a different ceiling than 4,000 square metres, this is where it would say so.
We have registered it as a source and it has no version attached, deliberately. The board serves its documents through an ASP.NET postback rather than a link, so the PDF has no address that can be fetched, cited, or watched for change. The official URL we record is the index page it is listed on, which is the nearest stable thing a reader can actually open.
There was a download control on that page whose underlying name suggested a delete action rather than a download. We did not fire it. Sending an unauthenticated write-shaped request at a government server on the assumption that it is a mislabelled button is not a thing to do on a guess.
What this means for you
If you are planning a polyhouse in Maharashtra, that February 2025 guideline is the single most valuable unread document for your project, and it is behind a button. Open the board's guidelines index in a browser, use its download control, and read it before you budget. If it varies the national norms, that difference is money.
Until someone does that, use the national cost norms in the guides below, and treat them as the floor of what you need to know rather than the whole answer.
One practical note
The board publishes a contact address and an email at Sakhar Sankul, Shivaji Nagar, Pune. Its site returns an error to some automated clients while answering a normal browser perfectly well, so if a link from elsewhere fails, try it directly.
