NHM in Odisha

We have not yet verified Odisha's own NHM documents. The national framework still applies here, and it is below — with the state's own door, and a way to ask us to read the rest.

What we know so far

Research on Odisha has started, and it found a state that writes its own schemes down and dates them.

The Directorate of Horticulture sits under the Department of Agriculture and Farmers' Empowerment, and its horticulture page carries a set of scheme guidelines published in March 2025 — not the national book reprinted, but Odisha's own: a cold storage scheme, a block-level establishment and revival scheme, support to farmer producer organisations, a mushroom and floriculture mission, and a special horticultural crop specific scheme, alongside the state's copies of the national PDMC guidelines and the OIIPCRA guidelines for 2024-25.

One of those is now registered as a source in its own right, because it is exactly the kind of document this platform is for. The state's Financial Assistance to Cold Storages scheme was approved by notification number DHO-NHM-PLAN-0001-2025/3637 of 28 March 2025, signed by the Principal Secretary, and its operational guidelines run to sixty-five pages. Its stated purpose is to get private cold storage built in parts of Odisha that have none, to cut post-harvest losses and to stop distress sales. That is a state sector scheme sitting beside the national Mission rather than inside it, and a grower comparing the two needs to know both exist.

Nobody has read it. The file is a scan with no text layer at all, so every figure in it has to be transcribed from page images by a person, the way the NHB circulars were. Its first page was read that way to write this.

What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.

What is still missing: the cold storage guidelines read page by page; the other five state scheme guidelines registered and read; and whether any of them changes what the Mission pays rather than sitting alongside it.

Horticulture subsidy in Odisha: a state scheme with a date on it

Odisha runs state schemes alongside the national Mission and dates them properly. Its Financial Assistance to Cold Storages scheme was approved by notification DHO-NHM-PLAN-0001-2025/3637 on...

Which scheme reaches Odisha

NHM. The MIDH operational guidelines of April 2025 say the National Horticulture Mission covers all States and Union Territories except those in the North Eastern and Himalayan region, and all districts in the States it applies to. Odisha is outside that region, so NHM is the sub-scheme an application here sits under, and the national cost norms in the guides below are the ones to work from.

On the NHB side, the Board's circular of 21 August 2026 sets its rate of assistance at 35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and four named Union Territories. Odisha is a general area, so 35% is the rate to plan against — though a Scheduled Area within the state may not be.

The rules quoted here are the national ones. Which states sit inside the North Eastern and Himalayan region is our reading of them rather than a list either document prints, so treat it as our wording and confirm anything you are about to spend money on.

Polyhouse and net house cost in India, and what you really pay after subsidy

Everyone quotes 50%. Worked at the 4,000 square metre limit against the April 2025 cost norms, the same rule returns about 50% on a net house, 35% on a naturally ventilated polyhouse and 16%...

Integrated nutrient and pest management, and organic farming, under NHM

Farm machinery under NHM, and why most of it says “as per SMAM norms”

Most machinery under NHM defers to SMAM norms rather than carrying its own figure. The clearest exception is a power tiller up to 8 BHP, costed at ₹1.0 lakh per unit with a maximum of ₹0.40...
