This is what we have read, not what the state pays. Nobody has yet confirmed an Odisha figure against the national norms, and this page does not give you one. It tells you what Odisha publishes, what is in it, and what to do with that. The national cost norms that apply meanwhile are in the guides linked at the foot of this page.
Across the states we have read, the commonest problem is not that a page is wrong but that it is undated — you cannot tell whether you are reading this year's rules or a decade-old copy. Odisha is the clearest exception.
What Odisha publishes
The Directorate of Horticulture sits under the Department of Agriculture and Farmers' Empowerment. Its horticulture page carries a set of scheme guidelines published in March 2025, and they are the state's own rather than the national book reprinted: a cold storage scheme, a block-level establishment and revival scheme, support to farmer producer organisations, a mushroom and floriculture mission, and a special horticultural crop specific scheme — alongside the state's copies of the national micro-irrigation guidelines and the OIIPCRA guidelines for 2024-25.
The cold storage scheme, in particular
One of those is registered here as a source. The state's Financial Assistance to Cold Storages scheme was approved by notification number DHO-NHM-PLAN-0001-2025/3637, dated 28 March 2025, signed by the Principal Secretary, and the notification is bound into the front of a sixty-five page operational guideline.
Its stated purpose is to get private cold storage built in parts of Odisha that have none, to cut post-harvest losses and to prevent distress sale of harvested crops. Note what that is: a state sector scheme sitting beside the national Mission, not a component within it. If you are comparing options for a cold store in Odisha you have two doors, not one, and they have different terms.
Why the date and the number matter
A notification number and a date are what let you check whether something is still in force, and what let anyone else verify what you were told. A page that says "50% subsidy" with neither is not something you can act on safely. Odisha's does, and that alone puts it ahead of most.
What we have not done
Read it. The file is a scan with no text layer at all, so every figure in it has to be transcribed from page images by a person — we read its first page that way to establish what the document is. The other five state guidelines of the same March 2025 vintage have not been registered individually yet either.
So this page cannot yet tell you what Odisha's cold storage scheme pays, what capacity band it covers, or how it compares with the national cold storage components. Those answers are in the sixty-five pages.
What to do with this
For components of the national Mission, use the cost norms in the guides below. For cold storage specifically, read Odisha's own scheme too before deciding which route to apply under, and ask the directorate which one fits your capacity and location. The national route caps NHM cold storage at 5,000 MT and hands larger projects to the National Horticulture Board; Odisha's state scheme is a third option with its own rules.
