This is what we have read, not what the state pays. Nobody has yet confirmed an Uttar Pradesh figure against the national norms, and this page does not give you one. It tells you what Uttar Pradesh publishes, what is in it, and what to do with that. The national cost norms that apply meanwhile are in the guides linked at the foot of this page.
Uttar Pradesh publishes a page for the Mission, which puts it ahead of several states. The difficulty is that almost everything on it predates the rules now in force, and the page does not say so.
What the department publishes
The Department of Horticulture and Food Processing has a page for the National Horticulture Mission under MIDH. It names the covered districts, links the State Horticulture Mission's annual work plan and the state-sector guidelines for scheduled caste and scheduled tribe beneficiaries, and carries a table of programmes and assistance.
Read the dates
The assistance table on that page is headed 2015-16. The annual work plan linked beside it is for 2017-18.
The national operational guidelines this site works from were issued in April 2025. That is nine and ten years later respectively. We are not going to guess which governs today, and neither should you — that is precisely what a reviewer has to settle by asking the department.
This is not unique to Uttar Pradesh. We checked four states in detail and found the same pattern in all of them: state pages describing the scheme as it stood years ago, never revised, because revising them is nobody's specific job. What makes Uttar Pradesh's case clearer than most is that its page is honest enough to print the years on the table.
A practical warning about the link
The department serves its site over HTTPS with a certificate that expired in September 2025. A browser will show a security warning before it opens, and only the unencrypted address loads without one. That is worth knowing before you decide the site is unsafe or fake: it is the real department, with a lapsed certificate.
What is still missing
The state mission's current operational guidelines or annual action plan. Any circular that opens or closes an application window. The district offices that receive applications. And any component where Uttar Pradesh adds to, or varies, the national norm — which states are allowed to do, and which would be the thing most worth knowing.
What to do with this
Work from the national cost norms in the guides below, each of which names the page of the document it came from. Treat the figures on the state page as historical unless the department confirms them. If you are about to spend money, ask the district horticulture office two questions: which year's rates apply, and whether a window is open.
And if you get an answer in writing, tell us. A dated Uttar Pradesh order would let us replace this page with something much more useful.
