NHM in Delhi
We have not yet verified Delhi's own NHM documents. The national framework still applies here, and it is below — with the state's own door, and a way to ask us to read the rest.
Independent educational and assistance platform. Not a government website and not affiliated with or endorsed by NHB, NHM, the Delhi government or any authority. Choosing a state does not mean an application is open or that you qualify.

What we know so far
Research on Delhi has started and has not found a department that answers.
The address the Delhi government uses for its agriculture department does not resolve for us at all, and the territory's main portal, which does answer, does not carry a horticulture scheme page a fetch can find. No department is linked beside this for that reason: recording a general portal as a horticulture department would make this page look researched when it is not.
Delhi is a particular case in any event. Horticulture here is not a rural livelihood at the scale the Mission is built around, and several bodies hold pieces of it — the development department for the rural villages, the municipal corporation and the Delhi Development Authority for parks and plantations. Which of them a grower would apply to under the Mission is not something this page can yet say.
What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state and union territory outside the North Eastern and Himalayan region — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What happens next: finding which body in Delhi actually implements the Mission. If you know, tell us; it would be a genuine help.

Which scheme reaches Delhi
NHM. The MIDH operational guidelines of April 2025 say the National
Horticulture Mission covers all States and Union Territories except those in the North Eastern
and Himalayan region, and all districts in the States it applies to. Delhi is
outside that region, so NHM is the sub-scheme an application here sits under, and the national
cost norms in the guides below are the ones to work from.
On the NHB side, the Board's circular of 21 August 2026 sets its rate of
assistance at
35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and
four named Union Territories. Delhi is a general area, so 35% is the rate to plan
against — though a Scheduled Area within the state may not be.
The rules quoted here are the national ones. Which states sit inside the North Eastern and
Himalayan region is our reading of them rather than a list either document prints, so treat it as
our wording and confirm anything you are about to spend money on.
The national framework that applies in Delhi
NHM is a national scheme run by the state. These guides explain the national rules; they do not confirm Delhi's windows, budgets or variations.

Everyone quotes 50%. Worked at the 4,000 square metre limit against the April 2025 cost norms, the same rule returns about 50% on a net house, 35% on a naturally ventilated polyhouse and 16%...
We compared four state horticulture pages against the national guidelines. In every case the state's figures came from the April 2014 edition, replaced in April 2025. Treat a state figure as...
