NHM in West Bengal

We have not yet verified West Bengal's own NHM documents. The national framework still applies here, and it is below — with the state's own door, and a way to ask us to read the rest.

What we know so far

Research on West Bengal has started and has confirmed the department without reaching its scheme material.

Horticulture here sits with food processing, under the Department of Food Processing Industries and Horticulture, whose site is linked beside this. It answers normally and carries some fifty links, of which two are documents; none of them is a scheme page, a guideline, an order or a set of cost norms that a fetch can see.

So nothing is registered below. West Bengal is a major horticulture state — potato, vegetables, pineapple, mango — and the absence here is much more likely to be ours than the state's.

What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.

What happens next: opening the department's site in a browser, and looking for a separate state horticulture mission body, which several states run the scheme through rather than through the directorate. If you know where West Bengal publishes its horticulture scheme orders, tell us.

What West Bengal publishes

Written from the state's own pages and documents. Not yet reviewed, and not a statement of what the state pays.

Which scheme reaches West Bengal

NHM. The MIDH operational guidelines of April 2025 say the National Horticulture Mission covers all States and Union Territories except those in the North Eastern and Himalayan region, and all districts in the States it applies to. West Bengal is outside that region, so NHM is the sub-scheme an application here sits under, and the national cost norms in the guides below are the ones to work from.

On the NHB side, the Board's circular of 21 August 2026 sets its rate of assistance at 35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and four named Union Territories. West Bengal is a general area, so 35% is the rate to plan against — though a Scheduled Area within the state may not be.

The rules quoted here are the national ones. Which states sit inside the North Eastern and Himalayan region is our reading of them rather than a list either document prints, so treat it as our wording and confirm anything you are about to spend money on.

Polyhouse and net house cost in India, and what you really pay after subsidy

Everyone quotes 50%. Worked at the 4,000 square metre limit against the April 2025 cost norms, the same rule returns about 50% on a net house, 35% on a naturally ventilated polyhouse and 16%...

Integrated nutrient and pest management, and organic farming, under NHM

INM and IPM carry a cost norm of ₹5,000 per hectare at 30%, up to 2 hectares per beneficiary. That 30% is the lowest rate in the scheme. Organic farming has no NHM figure at all; the guideli...

Farm machinery under NHM, and why most of it says “as per SMAM norms”

Most machinery under NHM defers to SMAM norms rather than carrying its own figure. The clearest exception is a power tiller up to 8 BHP, costed at ₹1.0 lakh per unit with a maximum of ₹0.40...
