Research on Mizoram has started, and the department gets one thing right that most do not: it calls the scheme by its correct name.
The Department of Horticulture publishes a page for HMNEH — the Horticulture Mission for North East and Himalayan States — rather than for NHM. That is the accurate label for what reaches a grower in Mizoram, and several states in the same position do not make the distinction. That page is registered as a source.
What sits on it is largely governance material: acts and rules, allocation of business rules, budget allocation, the state's entitlement under Article 275(1) of the Constitution, disclosures under section 4(1)(b) of the Right to Information Act, and citizen's charters for 2020 and 2021-22 with their annexures. Thirteen documents in all, and no cost norm, rate or application window among them. The department also runs a State Bamboo Mission alongside the Mission.
Under the national guidelines the Government of India contributes 90% of the outlay in North Eastern and Himalayan states against 60% elsewhere. That is the budget split between governments rather than a rate to a beneficiary, and it is the main structural difference this page can state with confidence today.
What does apply here meanwhile: the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold across the country — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What is still missing: whether Mizoram publishes HMNEH cost norms of its own anywhere; the citizen's charter read for what it promises an applicant; and the district offices that receive applications.
