Research on Madhya Pradesh has started, and what the department publishes has been opened and read enough to say what it is — which is less current than it first looks.
The Directorate of Horticulture and Food Processing runs the Mission here and gives it a page of its own under central schemes, now registered as a source. Three things sit on that page, and the difference between them matters.
The document it offers as "Guidelines" is not a Madhya Pradesh document at all. It is the national MIDH Operational Guidelines of April 2014, sixty-eight pages, published by the Horticulture Division of what was then the Department of Agriculture and Cooperation. This platform already holds the April 2025 edition of that same national document, which is eleven years newer. Anyone working from the copy on the state site is working from a superseded book, and that is worth knowing before you plan a project around it.
The two "details" documents are Hindi progress tables, component by component — new orchards, hybrid vegetable area expansion and the rest — showing target against achievement and money allotted against money spent. They are a record of what the state did, not a statement of what it will pay you, and the last year in them is 2018-19. The department's circulars page is thinner still: its most recent dated order is from March 2020.
What is current is the counter. Madhya Pradesh takes horticulture applications through its own farmer subsidy tracking system, MPFSTS, linked from that page, and the department posted in July 2025 that the Mission's private-sector project component had been published for 2025-26. So there is an open channel; what there is not, on the public site, is a current statement of what the state pays.
What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What is still missing: a current Madhya Pradesh cost norm or rate from any document; the 2025-26 project list the July 2025 notice refers to; and any order that opens or closes an application window. Until those are found this page cannot tell you what Madhya Pradesh adds to the national norms.
