NHM in Ladakh
We have not yet verified Ladakh's own NHM documents. The national framework still applies here, and it is below — with the state's own door, and a way to ask us to read the rest.
Independent educational and assistance platform. Not a government website and not affiliated with or endorsed by NHB, NHM, the Ladakh government or any authority. Choosing a state does not mean an application is open or that you qualify.

What we know so far
Research on Ladakh has started, and it found that Ladakh has a horticulture department of its own — which is why this page previously had no door and now has one. The union territory's portal lists it separately from agriculture, and that department's page is what is linked beside this.
Nothing from it is registered yet. The page answers and describes the department; it does not carry a scheme guideline, a cost norm or an order that a fetch can see.
Two things about Ladakh change which document a grower should be reading, and both come from papers this platform already holds. Ladakh is in the Himalayan group, so the Mission reaches it as HMNEH rather than NHM and the Government of India contributes 90% of the outlay rather than 60%. And it is one of the four union territories the National Horticulture Board's circular of 21 August 2026 names by name for the higher 45% rate of assistance rather than the 35% general rate. Neither is a Ladakh figure; both are national rules that land differently here.
Horticulture in Ladakh is also simply a different problem from horticulture in the plains — apricot, apple, seabuckthorn, a single short season and cold storage that has to work at altitude — and a state page that only recites national cost norms is not much use to a grower here. That is a gap this platform has not closed.
What does apply here meanwhile: the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold across the country — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What is still missing: anything Ladakh publishes of its own.
What Ladakh publishes
Written from the state's own pages and documents. Not yet reviewed, and not a statement of what the state pays.
Ladakh has a horticulture department of its own, listed separately from agriculture. Nothing it publishes could be read yet. Two national rules apply here specifically: the Mission reaches L...

Which scheme reaches Ladakh
Not NHM, but HMNEH. The MIDH operational guidelines of April 2025 say the
National Horticulture Mission covers all States and Union Territories except those in
the North Eastern and Himalayan region. Ladakh is
a Himalayan state or union territory,
so the Mission reaches a grower here as the Horticulture Mission for North East and Himalayan
States. The components and the national cost norms are the same document; the coverage and the
share a grower pays are not, and nobody here has read the difference yet.
On the NHB side, the Board's circular of 21 August 2026 sets its rate of
assistance at
45% for the North Eastern and Himalayan States, Scheduled Areas and four named Union
Territories@if($isSpecUt), of which Ladakh is one@endif. A project here is in that
higher band rather than the 35% general rate.
The rules quoted here are the national ones. Which states sit inside the North Eastern and
Himalayan region is our reading of them rather than a list either document prints, so treat it as
our wording and confirm anything you are about to spend money on.
The national framework that applies in Ladakh
NHM is a national scheme run by the state. These guides explain the national rules; they do not confirm Ladakh's windows, budgets or variations.
