Research on Jharkhand has started, and the answer here is unusually precise: the shelves exist and they are empty.
The Directorate of Horticulture sits under the Department of Agriculture, Animal Husbandry and Co-operative. Its page offers exactly the document classes a reader would want — circulars, notices and notifications, office orders, sanction orders, allotment orders and downloads — each as a search into the directorate's document store. Each one is labelled with its count, and as retrieved every count is zero. Nothing has been filed under any of them.
That is a different finding from a page we could not read, and worth stating as such: the department has published no circular, order or notification through this route that we can see, rather than having published them somewhere we could not reach.
What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What happens next: asking the directorate directly for its current horticulture scheme guidelines, and watching those document classes in case they start being filled. If you know where Jharkhand publishes its horticulture orders, tell us — an empty index usually means the papers are somewhere else rather than nowhere.
