Research on Jammu and Kashmir has started, and this is the state whose page most obviously says something is there that we could not pick up.
The Horticulture Department's site runs a live notice strip, and as retrieved it announced revised MIDH guidelines for 2026-27 released and available to download, online nursery registration open until 31 March 2026, applications invited for high density apple plantation for 2026-27, a beneficiary list published for the Pampore zone under the National Saffron Mission, and district review meetings under the Holistic Agriculture Development Programme. Every one of those headlines is attached to a link that goes nowhere: the anchors are placeholders, so there is no address to fetch, cite or register. A revised guideline for the coming year is exactly the document this page should carry, and it is announced rather than published.
The structure behind it is worth knowing, because Jammu and Kashmir does not run horticulture from one office. There are two divisional directorates, one for Jammu and one for Kashmir, a separate High Density Plantation Mission, and the Holistic Agriculture Development Programme alongside the national Mission. Of those, the Jammu directorate and the HADP site answer; the Kashmir directorate and the plantation mission do not resolve for us at all.
Two things about the money here follow from where this is rather than from anything we found. Jammu and Kashmir is in the Himalayan group, so the Mission reaches a grower as HMNEH, and under the national guidelines the Government of India's share of the outlay is 90% rather than 60%. It is also one of the four Union Territories the NHB circular of 21 August 2026 names for the higher 45% rate of assistance. Neither is a state figure; both change which document you should be reading.
What does apply here meanwhile: the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold across the country — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below.
What happens next: getting the 2026-27 revised guidelines the department says it has released. That is one email or one browser visit away, and it would make this one of the best-documented states on the site.
