What we know so far

Research on Dadra and Nagar Haveli and Daman and Diu has started, and this union territory now has a confirmed department where it had none.

Agriculture and horticulture are run by a single Agriculture Department for the merged territory, and its page is the door recorded here. It answers and describes the department. No scheme guideline, cost norm or order was found on it, so nothing is registered below.

This is a small territory of three formerly separate administrations merged in 2020, and that is worth knowing when reading anything about it: material published before the merger may belong to a body that no longer exists, and material published since may not cover all three districts evenly.

What does apply here meanwhile: NHM is a national scheme, and the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold in every state and union territory outside the North Eastern and Himalayan region — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.

What is still missing: everything specific to the territory.

Which scheme reaches Dadra and Nagar Haveli and Daman and Diu

NHM. The MIDH operational guidelines of April 2025 say the National Horticulture Mission covers all States and Union Territories except those in the North Eastern and Himalayan region, and all districts in the States it applies to. Dadra and Nagar Haveli and Daman and Diu is outside that region, so NHM is the sub-scheme an application here sits under, and the national cost norms in the guides below are the ones to work from.

On the NHB side, the Board's circular of 21 August 2026 sets its rate of assistance at 35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and four named Union Territories. Dadra and Nagar Haveli and Daman and Diu is a general area, so 35% is the rate to plan against — though a Scheduled Area within the state may not be.

The rules quoted here are the national ones. Which states sit inside the North Eastern and Himalayan region is our reading of them rather than a list either document prints, so treat it as our wording and confirm anything you are about to spend money on.
