Research on Assam has started, and the department is unusually well organised about where it puts things — which makes what is missing easier to state.
The Directorate of Horticulture and Food Processing publishes separate indexes for guidelines, circulars, government sanction orders, acts and policies, budget and ceilings, and memoranda of understanding. That is a better-structured document estate than most states have. It also lists its schemes individually: beekeeping, coconut development, an agro-textile scheme, and a state plan scheme.
What we could not do is read them. Each index renders its page furniture to a fetch and assembles the list of documents afterwards, so the titles and the files behind them are not in what we receive, and there is nothing yet to register. This is a case where a person with a browser will get further in five minutes than any amount of fetching.
Assam is in the North Eastern region, so the Mission reaches a grower here as HMNEH rather than as NHM. That matters for the money in a way worth stating: under the national guidelines the Government of India contributes 90% of the outlay in North Eastern and Himalayan states against 60% elsewhere. That is the split between governments, not a rate of assistance to a beneficiary, but it is the reason a hill state's scheme documents can differ from a plains state's.
What does apply here meanwhile: the 64 statements we have taken from the MIDH operational guidelines of April 2025 hold across the country — the components the Mission supports, the national cost norms and the general rates of assistance. Those are the guides listed below, and every figure in them names the page it came from.
What happens next: opening the guidelines and sanction orders indexes in a browser and registering what they list. The structure is there; only the reading is not.
