This is what we have read, not what the state pays. Nobody has yet confirmed a Gujarat figure against the national norms, and this page does not give you one. It tells you what Gujarat publishes, what is in it, and what to do with that. The national cost norms that apply meanwhile are in the guides linked at the foot of this page.
Gujarat is a state where the department is confirmed, the counter is open, and the paper is behind a door that only opens for people who already know what is behind it.
Where Gujarat's terms actually live
In Gujarat a Government Resolution — a GR — is where a scheme's rates, ceilings and conditions are set. Not a guideline, not a circular: the GR is the operative document, and if you want to know what a component pays in this state, that is what you are looking for.
The Directorate of Horticulture publishes an index of Government Resolutions, and an index of notifications and circulars. Neither could be listed. Both are search forms rather than pages: they require a start date, an end date and a resolution number before they will return anything.
That is a closed loop. There is no index to browse, so you cannot discover what exists; and the form will not answer until you supply the identifier of the thing you are trying to discover. A person who already has a GR number can fetch the document. A person who does not cannot find out that it exists.
Why this is an obstacle and not an absence
Nothing here says Gujarat publishes little. It very likely publishes a great deal — the search form implies a populated store behind it. The problem is one of discovery, and it is worth naming precisely, because "we found nothing" and "we could not search" lead to different next steps.
What is reachable
The counter. Gujarat runs its farmer scheme applications through iKhedut, the state's own portal, which answers normally and is where a horticulture application is actually made. That is genuinely useful and it is only half the picture: a portal tells you where to apply and, when a window is open, what to apply for. It does not tell you what a component pays or on what conditions, and it does not give you a document you can hold the department to.
How to break the loop
Three ways. Ask the district horticulture officer for the GR number covering your component — they work from it daily. Watch iKhedut when a window opens, because the scheme description there often cites the GR. Or file an RTI request for the current horticulture GRs, which is exactly the kind of question the Act exists for.
If you obtain a GR number, tell us. The form will return the document once it has one, and we will fetch and register it — which would turn Gujarat from a state with a locked index into one of the better-documented on this site.
What applies meanwhile
The national cost norms in the guides below, each figure naming the page it came from. They are what governs in the absence of a state document saying otherwise.
