Summary

Our editorial summary. It is not the document and does not replace it.

A four-page public circular signed by the Joint Director (Coordination) of the National Horticulture Board, stated to be issued to rationalise financial assistance, spread benefits more evenly and prevent duplication of subsidy.

It changes six things that matter to an applicant: what counts as a "family" and the rule that only one member of it may ever claim; a list of people who may not claim at all; the rate of assistance, which becomes 35% in general areas and 45% in the North Eastern and Himalayan States, Scheduled Areas and specified Union Territories; a ceiling of ₹2.00 crore on any cold storage project; the removal of land from eligible project cost; and a revised schedule of application form charges.

It also allows a beneficiary to exit voluntarily during the lock-in period by refunding the whole subsidy with interest, and says pending applications will be handled case by case.

Applicability

Who and what this document covers.

Applies to the National Horticulture Board Commercial Horticulture scheme (Scheme No. 1) and Cold Storage scheme (Scheme No. 2), with immediate effect from 21 August 2026. It amends the scheme guidelines rather than replacing them, so cost norms and component conditions continue to come from the MIDH operational guidelines except where this circular changes them. It does not govern NHM or HMNEH components.
